Council reverse course on winter shelter plan deferral

Peterborough’s 2026-27 emergency winter shelter plan passed at a city council meeting on June 1st, despite a proposed deferral from Mayor Jeff Leal at general committee the week before.

For the second week in a row the gallery was full as council waded into their consent agenda, with both members of the Northcrest Ward neighbourhood near the proposed shelter location, and mayoral and council candidates in attendance.

Debate was heated among members of council, and tensions were high in the crowd, as council discussed City staff’s recommendation to create a six-month temporary shelter to provide emergency support for the city’s homeless this winter.
